The accumulation, collection, removal and disposal of solid waste must be controlled
by the city for the protection of the public health, safety and welfare and to contribute
toward the diminution of health hazards and pollution in the city. The city council
finds that to give practical effect to this policy, a comprehensive system for the
periodic collection, removal and disposal of solid waste from all premises in the
city is essential and benefits all occupants of premises in the city; and therefore,
all such occupants, except those exempt, are made liable for the solid waste collection
charges established by the city council for the collection and disposal of solid waste.
